I couldn't find information addressing this specific question elsewhere on the website. Is the NASIS/ SF-86 only used for the purpose of getting a security clearance? Do the boards look at them and factor in your work experience/work hours while in school? Or would you have to bring that up in your motivational statement for them to know?

No we’re putting down steel plates because people will go out there and take pictures of anything and blame the Army. How many tracked vehicles are you licensed on?
That link is for the NAMI waiver guide, this isn't addressing new accessions or programs leading to a commission. If the USN hasn't invested any money in you there is no reason to take any risk with you. The document you would need to look at is the Navy Medical Manual, which currently is not viewable due to reviews as dictated by recent executive orders.
